In such attacks, the actor – e.g., a state-sponsored attacker – exfiltrates encrypted data sets in order to decrypt them as soon as the processing power of future quantum computers is sufficient to do so. The critical point here is the key exchange during asymmetrical encryption of the data transfer via virtual private network (VPN). Attackers with access to quantum computers could in future compromise the key exchange as well as encrypted software updates of the VPN components. The changeover to a quantum-resistant VPN should therefore be an integral part of every post-quantum strategy . Important Criterion: BSI Approval In public authority, critical infrastructure and confidentiality environments, a VPN solution not only needs to be quantum-resistant but must also have BSI approval up to German classification level "Restricted".
